Full Description:
Health & Safety Officer to provide dedicated Health, Safety and Quality support to the Scottish Government business. Ensuring all risks are mitigated and the business is compliant in all relevant H&S & Environmental legislation. Particular emphasis will be placed on the management and control of Scottish Government Contractors across their estate of 52 buildings.

KEY ACCOUNTABILITIES:

Delivery of Health and Safety Management, support and co-ordination to the Scottish Government business - including the development & delivery of an integrated H&S intranet site and PTW system.
Develop and manage a system of pro-actively managing contractors on the SG estate.
Provision of an integrated CDM monitoring role to support the company's project delivery on the SG contract.
Ensure full co-ordination, investigation and management of all company related H&S incidents & near misses on SGs estate.
Pioneer and co-ordinate Health and Safety best practice within the Scottish Government business and the on site team - promote Innovation and proactive practices throughout.
Manage internal and external audit compliance processes in accordance with ISO/OHSAS procedures.
Undertake planned and ad-hoc site building & site project audits and inspections.
Manage and maintain all SG & company Health and Safety processes and policies ensuring their validity at all times.
Continuously challenge the norm and review Health and Safety policies and procedures to ensure compliance at all times.
Act as the lead for all on site Health and Safety Training including, First Aid, Fire, Manual handling and team specific training.
Undertake on site H&S Inductions & DSE Assessments.

MAIN WORKING RELATIONSHIPS:
Customer Services Manager, Service Managers , Projects Team, Client Stakeholders. Reporting to the Customer Services Manager - no direct reports

KNOWLEDGE, SKILLS AND EXPERIENCE:
Essential : At least 2 years in a previous FM environment, excellent IT skills are a priority.
Qualified to NEBOSH Construction Certificate AND the NEBOSH Diploma or NVQ level 4 in Occupational Health and Safety practice. Full membership of IOSH essential.

Must be a dynamic individual with excellent communication skills, focussed on service delivery and customer service. It is essential to be a self-starter as this is a new role which must be developed with minimal client assistance. Should be able to think decisively, act accordingly and argue persuasively.
