THE COMPANY
FPSG are currently recruiting for a Finance Manager to cover maternity leave on a fixed term contract for a public sector organisation based south of Edinburgh.
PRINCIPAL DUTIES & RESPONSIBILITIES
Responsible for providing interpretation, advice and technical support to all levels of non financial managers within the group, making sure delivery of services is within Best Value, financial management and control and Financial Regulation frameworks.
To lead, manage, supervise and motivate the Finance Team
Deliver business plan objectives and establish and develop the team as an enabling and customer focused service. .
Develop, monitor and maintain systems for financial management, administration and control within the framework and general accounting practises and in partnership with Corporate Finance.
To manage and continually develop, in partnership with Corporate Finance, the formal revenue and capital budget monitoring processes to ensure Departmental-wide compliance with the Financial Regulations and to enable robust budget projection routines to be developed to support budget holders in their responsibilities in relation to budget monitoring.
To lead the co-ordination and development of the 3 year Financial Plan preparation, in respect of both the revenue and capital budgets. A key objective is to ensure that a cross-Department engagement in the process is achieved. Through this activity support the strategic planning agenda by enabling the Senior Management Team and Section Heads to establish the appropriate links between the 3 year Financial Plan and the Strategic and the Business Plans of the Education & Lifelong Learning.
You will have 4 direct reports and a further full time team of 11
Total budget responsibility £150 million
EXPERIENCE &QUALIFICATIONS
The ideal candidate will be CCAB qualified and have excellent management, organisational and communication skills.
